Zehirli Kelimeler: Karmaşık Dil Bilgisi ve Akıl Karıştırıcı Kelimeler

Uzun bir süredir ilgimi çeken ve üzerinde odaklanmış olduğum iki zehirli kelime bulunmaktadır. Bu kelimeler sırasıyla türk dilinde yaygın olarak kullanılan "sosyal" ve "sürdürülebilir" sıfatlardır.

Günümüzde sıkça kullanılan, "sürdürülebilir" ve "sosyal" kelimeleri akıl karıştırmaktan başka bir işe yaramayıp, anlatılmak veya vurgulanmak istenilen felsefenin tam tersini ifade etmektedir !

KKTC'de Parasal Aktarım Mekanizması

KKTC’de parasal aktarım mekanizması bankaları ve bankacılık sistemini çok yakından ilgilendiren bir konudur. Profesyonel iktisatçı olarak bu mekanizmayı anlamanın çok yüksek bir akademik önemi olsa da; bankacılar açısından para politikası araçlarının toplam kredi hacmini ve dolayısıyla bankaların portföy tercihlerini nasıl etkilediğini anlamanın çok daha yaşamsal bir önemi bulunmaktadır.

Parasal aktarım mekanizması, Merkez Bankasının uyguladığı para politikasının diğer makro ekonomik değişkenler üzerindeki etkisini ifade eder. Bu etki, özel sektörün Merkez Bankasının uygulayacağı politikalara dair beklentileri ve bu beklentiler paralelinde oluşturduğu tepki ile şekillenir.

Parasal aktarım mekanizmasının beş ayrı kanalı vardır. Bu kanallar sırasıyla şunlardır:
  • Faiz Oranı Kanalı: Kısa ve uzun vadeli faiz hadlerindeki değişimlerin fon arzı ve talebini etkilemesiyle çalışan aktarım kanalıdır;
  • Varlık Kanalı: Merkez Bankasının para politikalarının yurtiçi varlıkların fiyatları, dolayısıyla değerleri, üzerindeki etkisi aracılığıyla çalışan aktarım kanalıdır;
  • Döviz Kuru Kanalı: Yerel para ile yabancı para birimleri arasındaki reel değer değişimlerinin yol açtığı dış ticaret hareketleri aracılığıyla çalışan aktarım kanalıdır;
  • Beklentiler Kanalı: Piyasa aktörlerinin gelecek dönemlere ait başta enflasyon olmak üzere ekonomik şartlardaki değişim beklentileri aracılığıyla çalışan aktarım kanalıdır;
  • Kredi Kanalı: Kredi kanalı iki ana mekanizma üzerinden işler. Bu mekanizmalardan biri banka kredisi kanalı, diğeri ise bilanço kanalıdır.
Banka kredisi kanalı; genişletici/daraltıcı bir para politikası sonucu bankacılık sisteminin firmalar kesimine toplam kredi verme yeteneğinin artması/azalması şeklinde işler. Buna karşılık, bilanço kanalı ise, bankalardan kredi almış olan firmalar kesiminin uygulanan para politikası sonucu bilançolarının değişiminden dolayı kredi alma yeteneklerinin değişmesi yoluyla işler. Ülke ekonomisinde bu kanallar birbirlerinden tamamen bağımsız hareket etmezler.

KKTC’deki bankacılık yapısı "masraflı" bir bankacılık yapısına sahiptir ve likidite krizlerine karşı çok duyarlıdır. Ekonomideki herhangi bir kriz, hangi nedenle çıkmış olura olsun, bu mekanizma yüzünden mutlaka bir likidite krizine dönüşecek – veya en azından, bir likidite krizi evresini de içerecek ve kredi kanalı çalışmayacaktır.

Bir önceki krizlere göre; gelecekte ortaya çıkabilecek  herhangi bir ekonomik veya finansal krizin, KKTC ekonomisi üzerindeki etkisi daha şiddetli olacaktır...!

KKTC'de Demokratik Değişim Tartışmaları: Çözüm Başkanlık Sistemi Mi ?

Başkanlık rejimi ya da sisteminin KKTC’de uygulanabilirliği konusunda akademik, siyasi ve diğer çevrelerde çok farklı görüşler ortaya atılmakta, farklı yorumlar ve değerlendirmeler yapılmaktadır.

Konu hakkında bilgisi olan, olmayan herkes bir şeyler söylüyor. Önyargılar, yanlış değerlendirmelerle, sabit fikirli tutumla herkes kafasına göre bir şey söylüyor. Konuya bilimsel bilgi ile yaklaşmak lazım. Kulaktan dolma bilgilerle değil, okuyarak, inceleyerek, araştırarak konuyu değerlendirmeliyiz.

Profesyonel iktisatçı olarak benim görüşüm şudur: ilk olarak, ülkemizde mecvut parlementer demokratik rejim olarak adlandırılan sistemdeki hastalıkları iyi teşhis etmemiz lazım. Bir kere, mevcut sistemde parti genel başkanları, “tek adam”, “tek seçici”, “tek karar verici” konumundadırlar. Milletvekilleri adeta robot durumundadır. Parti içi demokrasi diye bir şey sözkonusu değildir. Bu yapı çok doğru bir şekilde “lider diktası” olarak ifade edilebilmektedir.

İkinci olarak, mevcut sistemde halk kimi seçeceğine direkt kendisi karar verememektedir. Halk milletvekili genel seçimlerinde ya delegelerin seçtiği adaylara oy verkek zorunda bırakılmakta ya da parti genel başkanlarının yaptığı listeye göre tercihini kullanmak zorunda bakılmaktadır. Her iki sistem de demokrasinin gerçek anlamı olan “halkın yönetimi” ile bir alakası yoktur. Özetle, ülkemizde mevcut parlementer demokrasi olarak ifade edilen yapıda halkın gerçek tercihlerinin meclise yansıması mümkün olmamaktadır.

Ülkemizde mevcut parlementer sistemde diğer bir sıkıntı koalisyonlar konusunda yaşanıyor. Ülkemizde tek başına iktidara gelemeyen bir siyasal parti, kendi parti program ve felsefesine hiç de uygun olmayan bir diğer parti ile adeta “zorunlu evlilik” yapmak zorunda kalmaktadır. Bu da siyasal istikrarsızlık sorununun devamını kaçınılmaz kılmaktadır.

KKTC’de başkanlık sistemine geçiş tüm hastalıklara çare değildir. Yani; demokratik değişim çerçevesinde, başkanlık sistemini ülkedeki tüm siyasal, sosyal ve ekonomik sorunları çözecek tek reçete olarak görmek doğru değildir. Devletin etkinleştirilmesi açısından farklı bir siyasal rejime geçiş yapılabilmesi pekala mümkündür. Örneğin, parlamenter rejimin uygulandığı bir ülkede başkanlık sistemine geçilerek başarılı sonuçlar elde etmek mümkün olabileceği gibi, mevcut sistem içinde kalarak, fakat demokratikleşme yönünde ciddi reformlar yaparak da sistemi etkin hale getirmek pekala mümkündür.

Ülkemizde sistemdeki tıkanıkları aşmak için en başta KKTC Anayasası’nda gerekli değişiklikler yapılarak siyasal sistem yeni baştan düzenlenmelidir. Ülkemizde ekonomik ve siyasal yeniden yapılanma süreci içerisinde anayasal reforum önemli bir gündem maddesini oluşturmalıdır.
Burda anayasal demokrasi için verilmesi gereken esas mesaj şudur; gerçekçi bir anayasal reform, siyasal anayasa dışında ayrı bir “Ekonomik Anayasa” oluşturulmasına bağlıdır.

Ekonomik Anayasa, çağdaş anayasacılık anlayışının bir gereğidir. Bu çağdaş anayasacılık alayışı çerçeveside ülkemizde devletin temel ekonomik hak, yetki ve sorumluluklarının ve bireylerin temel ekonomik hak ve özgürlüklerinin anayasada açıkça yer alması gerekmektedir. Ülkemizde devletin ekonomik hak ve yetkilerinin başlıcaları; bütçe yapma, harcamada buluma, vergileme (para basma ve) borçlanmaya ilişkin hükümlere yer verilmelidir.

Bu temel hak ve yetkilerinin anayasal çerçevede açıklığa kavuşturulması ve sınırlarının çizilmesi üzeride önemle durulması gereken esas konulardır.

KKTC’de iyi bir yaşam düzeni için "anayasalı devlet" değil "anayasal devlet'"gereklidir. Yazılı bir anayasası bulunan bir ülke, anayasalı devlet olarak adlandırılır. Ancak her anayasalı devlet, anayasal devlet değildir. Anayasal devlet olmak için siyasal iktidarların hukuk kuralları ile güç ve yetkilerinin sınırlandırılması gerekir.

KKTC'de Teşvik Sistemi, Teşvik Politikası !

KKTC’de uygulanan teşvik sistemi kötü değildir, fakat tehlikelidir. Teşviklerin hırsızlığa, talana, soyguna dönüşmesi çok kolaydır. Yani, ülkede uygulanan “devlet teşvikleri politikası” aslında hırsızlığı teşvik etmektedir.

Teşvik, devlet tarafından çeşitli amaçlarla özel ve/veya kamu teşebbüslerine bir karşılık mukabilinde veya çoğu hallerde karşılıksız olarak yapılan ayni veya nakdi yardımlardır. Teşvik kavramı yerine “Doğrudan Gelir Desteği”, “Sübvansiyon”, “İktisadi Gayeli Mali Yardım”, “Üreticiye Yapılan Transfer Harcamaları”, “Primler”, “Ucuz Krediler”, “Ayni Yardımlar” vb. gibi kavramlar da kullanılmaktadır.


Devlet teşvikleri bir tür “negatif vergi” niteliğindedir. Devlet belirli kesimleri vergiden muaf tutabilmekte, belirli kesimlere ise toplanan vergilerin bir kısmını bir karşılık mukabilinde veya çoğu hallerde karşılıksız olarak transfer edebilmektedir.

Kanaatimce; devlet hiç bir şekilde ekonomide belirli kesimlere ayrıcalıklar tanımaması gerekir. Çünkü, bir kez devlet belirli bir kesime teşvik adı altında para aktarmaya başlayınca diğer kesimler de bazı gerekçelerle kendilerine teşvikler sağlanması talebinde bulunurlar. Bu kesimler ile siyasal iktidar ve bürokrasi arasında bir lobicilik (rantçılık) mücadelesi başlar. Bu mücadeleden parasal gücü elinde bulunduranlar, siyasal iktidara yakın olanlar, rüşvet ilişkisine giren kesimler galip çıkar. Gerçekte korunması ve gözetilmesi gereken sektörler veya kesimler ise “avucunu yalarlar”.

Teşvik nedeniyle (veya teşvik adı altında) müdahalelere başlayan iktidarların bu müdahalelerini başka alanlara da yayma istekleri kolay önlenemez. Öte yandan, aşırı teşvikler ekonomiyi doğal gidişinden saptırır. Girişimciler doğal olarak kâr getiren alanlara yönelirler. İktidarın desteği olmadan yaşayamayan girişimler ise zarar eden girişimlerdir. Bu zararı karşılayan iktidar ise, bu parayı vergilerden sağlar ve toplum zarar eden girişimlerin yükünü taşımak zorunda bırakılır.

Ülkede etkin bir teşvik politikasının oluşturulması şu şekilde olmalıdır:
  • Teşvikler, piyasa ekonomisinin geliştirilmesi, güçlendirilmesi ve ona işlerlik kazandırılması amaçları doğrultusunda uygulanmalıdır.
  • Teşvik türleri piyasa ekonomisinin gelişmesini sağlayacak şekilde belirlenmelidir. Teşviklerin türleri mümkün olduğu ölçüde az sayıda, fakat etkinliği yüksek olmalıdır. Ayni ve/veya karşılıksız nakdi teşvikler yerine vergisel teşvikler, garanti teşvikleri vb. teşvik türlerine önem verilmelidir.
  • Teşvik politikasının uygulanması, izlenmesi ve denetlenmesi ile ilgili bağımsız bir kurum oluşturulmalıdır.
  • Teşviklerle ilgili yetki ve sorumluluklar bu bağımsız kurum bünyesinde toplanmalıdır.
  • Teşvikler, piyasa ekonomisinde rekabeti geliştirici ve destekleyici olmalıdır.
  • Teşvikler öncelikle üretim, yatırım ve işletme aşamasında verilmelidir.
  • Teşvikler eğer izlenirse ve denetlenirse ekonomik büyümede ve kalkınmada yararlı olur. İhracata verilen teşvik, yatırım ve işletme teşviklerinden farklı olarak nihai aşamada verilen bir teşviktir. İhracat teşviklerinin özellikle nakdi halde verilenlerin ekonomide tekrar yatırımlara yönelmesi kesin değildir. Bu açıdan teşvik politikasında, yatırım ve işletme teşvikleri, ihracat teşviklerinden daha ağırlıklı ve kapsamlı olmalıdır.
  • Teşviklerin finansman kaynakları sağlam ve yeterli olmalıdır.
  • Teşviklerin verilmesinde bürokrasi ve kırtasiyecilik en aza indirilmelidir.
En önemlise; KKTC'de dünyadaki gelişmeleri yakından izleyen ve küreselleşme olgusunu dikkate alan etkin bir teşvik politikası oluşturulması gerekmektedir. Teşvikler, makro ve mikro ekonomik hedefleri gerçekleştirmede önemli bir ekonomi politikası aracıdır. Ancak; teşvik sisteminin son derece tehlikeli bir iktisat politikası aracı olduğunu, teşviklerin hırsızlığa, talana, soyguna dönüşmesinin çok kolay olduğunu asla unutmamalıyız.

KKTC’de Merkeziyetçilik ve Bürokratizm Hastalıkları

KKTC’de savaş sonrası müdahale üzerine kurulmuş olan devlet bürokrasileri ekonominin birçok sahasında özel karar vermenin yerini almış, bunun sonucunda teşebbüs gayreti çok gerilemiş ve başlangıçtaki çekiliciğinden çok şeyler kaybetmiştir.

Hemen belirteyim; bürokrasi, “masa başında çalışanların eğemenliği ve/veya bir işin yönetilmesi için dolaşık/dolambaçlı yollardan işlem yapılması yönetimi ya da kırtasiyecilik” olarak tanımlamak mümkündür. Aslında bu benzetme ile ifade edilmek istenen, devlet memurlarının toplum üzerinde giderek artan egemenliğidir.

Devlet bürokrasinin olumsuzluk anlamı ; “verimsizlik, işlerin ağır yürümesi, kuralcılık, kırtasiyecilik, sorumluluktan kaçma, yönetimde gizlilik, yetki devretmekte isteksizlik, otoriteye aşırı bağlılık” gibi olumsuz davranış ve işlemleri ifade etmektedir.

Ülkede, devlet işlerinin yerini getirilmesinden sorumlu bürokratların ne kadar etkin ve verimli çalıştığı (bürokrasinin işlerliği) hususunda kaygılar çok yüksektir. Ülkede yaşanan bürokratizm kaygıları üzerine veya devlet kurumlarında (devlet yönetiminde) yaşanan bürokratizm hastalığı hususunda hemen iki örnek vereyim.

İlk olarak, kısa bir süre önce, Sayın Cumhurbaşkanı Mehmet Ali Talat ülkede yaşanan bürokratizm sorununu güzel bir deyimle şöyle ifade etmiştir: “vatandaşların devlet dairelerinde görmüş oldukları muamelelerin kabul edilimez olduğunu, devletin halkın hizmetkârı olması gerektirin ve DEVLET BÜROKRASİ’nin, halkı emir kulu gibi gördüğünü...” belirtmiştir.

Diğer bir örnek ise; Kıbrıs Türk Yatırım Geliştirme Ajansı (YAGA) yetkilileri, devlette yaşanan bürokratizm hastalığına kısa ve öz olarak şöyle değinmişlerdir: esas amacımız, “ yatırımcıların önündeki en büyük engel olan AĞIR BÜROKRASİ sorununu çözmek ve yatırımlar ile ilgili olarak bürokratik işlemlere hız kazandırmak”.... olduğunu vurgulanmıştır.

Bu iki örnek gösteriyor ki: küçük bir ülkede, çok büyük sorunlarla yaşamaktayız. Çok büyük sorunlarla karşı karşıyayız! Devlette yaşanan merkeziyetçilik ve bürokratizm hastalıkları, toplumun her köşesinde kaygıyla izlinmektedir. Ülkede en büyük bürokratların bile bürokrasi sancısı vardır. Bürokratın da “bürokrasi” derdi “merkeziyetçilik” ve “bürokratizm” hastalıklarıdır.

Bilinmelidir ki; bu hastalıklar ekonomik kalkınma ve gelişme üzerinde yararlı bir araç değildir. Merkeziyetçilik ve bürokratizm hastalıklarının yaşandığı bir ortamda sağlıklı kalkınma ve genişlemeden bahsetmek mümkün değildir.

Ulusal ve uluslar arası alanlarda yapılan bilimsel araştırmalar öğretmiştir ki; “Çıkar ve baskı gruplarının eğemenliğinde olan devlet bürokrasisinde, ekonomik yapı kendi istekleri doğrultusunda yönlendirilir ve bu yönde kararlar alınması sağlanılır. Devletten daha fazla ekonomik transfer veya rant elde etmek için bürokrasi üzerinde etkili olarak bütçenin bir kısmı bütçe dışına kaydırılır ve ‘yeraltı kamu sektörü’ ortaya çıkar. Devletin ağır işleyen çarkı ve dolayısıyle devletten ekonomik transfer elde etmek ve bu yolla yatırımlarını artırmak amacıyla özel kişi ve kurumlar tarafıdan bürokrasi üzerinde ağır bir baskı oluşturulur.

Devletin ağır işliyen çarkı neticisinde; risk, belirsizlik, sermaye birikimi ve özel yatırım harcamaları yetersiz ölçüde veya düşük seviyelerde olur. Bürokrasinin etkin ve verimli olarak çalışmaması, mali ve ekonomik kararların zamanında alınmamasını ve dolayısıyla kamu yönetiminin yetersiz ölçüde olduğunu belirtilmektedir”.

Sonuç; devlet yönetiminde, "merkeziyetçilik” ve “bürokratizm” hastalıklarının tedavisi için devletin/kamunun yetki ve sorumluluklarıyla, üreteceği mal ve hizmetlerin, büyük ölçüde “özelleştirme” ve “yerelleştirme” yoluyla, yerel ve merkezi yönetimlerle, özel sektör kuruluşları arasında bölüştürmelidir.
Çağdaş, dinamik ve üretken devlet, artık her şeyi yapan devlet değil, aksine, fertlerin ve grupların yapamayacağı derecede büyük olan işleri yapıp, diğerlerini de birey ve gruplara bırakan devlet olduğu asla unutulmamalıdır.

KKTC’de Yönetişim Felsefesi: Devletçilik ve Müdahelecilik

Ülkemizde piyasa içi ve piyasa dışı başarısızlıkların esas kaynağı devlet yönetişim felsefesidir: devletçilik ve müdahaleciliktir. Bu yönetişim felsefesi bazen aktif veya ilerleyen bazen da durağan veya pasif statüko politikaları kullanarak toplumsal değişime ve gelişime engel teşkil etmektedir.
Şöyle ki; kaynağını başka akımlardan alan bir ülkede devletçilerin ve müdahalecilerin bilimsel kimliği açık değildir.
Yapmış olduğum tespitlerde; devletçiliği ve müdahaleciliği öneren kalemlerin ve medyamatik programların çoğunda Hegel’in otorite özlemine, Marx’ın sermaye düşmanlığına, Saint-Simon’un plancılık ve teknokrasi eğilimlerine, Fichte’nin milliyetçiliğine, List’in ulusal ekonomi doktrinine değin çeşit türlü düşüncelerin varlığı anlaşılmıştır.

Bu düşüncelerin NE DERECE TEHLİKELİ olduğunu J.M.Keynes şöyle anlatmaktadır:
  • “İktisatçıların ve siyasi yazarların düşünceleri, doğru olsun olmasın, genellikle sanıldığından çok daha etkilidir. Diyebiliriz ki, dünyayı bu düşünceler yönetmektedir. Her türlü entellektüel etkiden uzak olduğunu sanan pratik insanlar, genellikle artık hayatta olmayan bir iktisatçının eseridir. İktidarda olan ve havadan sesler işiten çılgınlar, bir zaman önce yazı yazmış akademik bir yazıdan ilham alırlar. Eminim ki; edinilmiş çıkarların gücü, düşüncelerin dolaylı etkisinden çok daha zayıftır. Bu hemen kendisini göstermez, belirli bir gecikmeye bağlıdır; çünkü iktisadi ve siyasi felsefe alanında 25-30 yaşlarına geldikten sonra yeni teorilerin etkisi altına girenler çok değildir. Bu nedenle siyaset adamlarının, bürokratların ve akademisyenlerin hatta kendini reformcu olarak kabul edenlerin olaylara bakarak uyguladıkları düşünceler o kadar yeni olmayabilir. İyilik ya da kötülük için er geç tehlikeli olan, edinilmiş çıkarlar değil, düşüncelerdir.”
Devletçi ve müdahaleci düşünceler (veya zihniyetler), serbest piyasa için geçerli olan ekonomik prensipler yerine durağan ve/veya ilerleyen statüko politikaları uygulamayı yeğlemektedirler. Bu düşünceler ülkede yeni ama garip ekonomi-siyaset ilişkileri düzeni, hukuk-denetim-finans-yönetim kargaşası yaratmaktadırlar. Ülkede mevcut olan bu devletçi ve müdaheleci düşünceler ayrıca toplum yapısına ve ekonomik dengeye büyük ölçüde zarar vermeye devam etmektedirler.
Bilinmelidir ki; eğer bir devlet kurumunun kurulmasındaki temel neden, iktisadi gerekliliklerin ötesinde siyasi veya politik bir neden taşıyorsa, bu kurumun toplum açısından olumlu sonuçlar yaratma ihtimali çok zayıftır. Siyasi yapı, bazı zamanlarda ekonomik bilimler temelinde inşa edilmiş olsa bile, bürokratların ve siyasetçilerin uyguladıkları kötü politikaların sonucu olarak, iktisaden de başarısız olmaktadır. Kanaatimce; KKTC’de sorunların esas kaynağı devlettir, devletin başarısızlığıdır. Toplum olarak değişimin ve gelişimin önündeki esas engel devletin başarızlıklarıdır. Devletçi ve müdahaleci zihniyetlerdir.

Rahatça söylemek gerekirse; ülkede ekonomik olmayan görüşler ekonomik ilkelerin rahatça işlemesine engel teşkil etmekte ve dolayısıyle DEVLET BÜTÇE AÇIKLARI, DIŞ TiCARET AÇIĞI, ENFLASYON, İŞSİZLİK vbg. ekonomik hastalıklar ortaya çıkmakta ve süreklilik kazanmaktadır. Bu tür ekonomik hastalıklar devletin (ve de bireylerin), içte ve dışta, rekabet etme gücünü zayıflatmaktadır. Bu durumda devlet “üretken devlet” olmaktan çıkmakta ve yanlızca “korumacı devlet” olmaktadır. Bu konumu ile devlet yanlızca zayıf devlet olarak nitelendirilmektedir, piyasa içi ve piyasa dışı başarısızlıklar ülkede etkinlik ve süreklilik kazanmaktadır.

Sonuç olarak sizlere anlatmak istediğim esas konu şudur: KKTC’nin kuruluşundan günümüze kadar olan sürede bizleri ileriye götürdüğünü iddia edenler bazı alanlarda bizleri ileriye götürdükleri kadar, çoğu alanlarda da bizleri geriye götürmüşlerdir. Toplumu, kalkınmış ülkelerin gerisinde bırakarak, bazen aktif veya ilerleyen bazen de pasif veya durağan statüko politikaları kullanarak yönetmişlerdir. Devletçilerin ve müdahalecilerin uygulamış olduğu bu politikalar toplumsal değişime ve gelişime engel teşkil etmektedir.
Deyim yerindeyse; değişim çağında bu zihniyetlerin yönetişim felsefesi (ekonomi politikaları) “ yeni şişede eski şarap” misalidir.

KKTC'de Vergi Dışı Ekonomi

Vergi dışı ekonomi, yasal olan ve yasal olmayan yollardan verginin ödenmemesine yönelik eylem ve işlemleri ifade etmektedir. Yani; “vergi dışı ekonomi” kavramı ; hem kayıtlı ve hem de kayıt dışı ekonomide vergi dışı kalan ekonomik faaliyetleri ve bu faaliyetlerin dolayısıyla devletin uğramış olduğu vergi kaybını ifade etmektedir.

Devlet açısından vergi kaybı devlet gelirlerinin azalması anlamına gelir. Devletin vergi gelirlerinin azalması ise sürekli artış eğiliminde olan kamu harcamalarının finansmanı sorununu gündeme getirir. Vergi gelirleri, kamu harcamalarını karşılamakta yetersiz kalınca bütçe açıkları sorunu gündeme gelir.

Bütçe açıklarının finansmanı ise ya mevcut vergi oranlarının artırılmasını ya da yeni ve/veya ek vergi ve benzeri mali yükümlülükler getirilmesi sonucunu doğurur. KKTC'de vergi dışı ekonominin ortaya çıkmasının bir değil, birden fazla nedeni vardır. İlk olarak, ekonomik ve mali nedenler. Ağır vergi yükü, işsizlik ve gelir dağılımındaki adaletsizlik, vergi imtiyazları (istisna ve muafiyetler), kamusal regülasyonlar, devlet yönetimindeki israf ve savurganlıklar vbg. nedenler. İkinci olarak, idari ve hukuksal nedenler.

Adalet ve yargı sisteminin iyi işlememesi, kamu kurumlarına olan güvenin azalması, vergi sistemindeki karmaşıklık, vergi denetimindeki yetersizlik, vergi suç ve cezalarının caydırıcı olmaması vesaire nedenler.Üçüncü olarak, sosyal ve psikolojik nedenler.

Vergi ahlakının bozulması, vergi bilincinin yerleşmemiş olması, eğitimsizlik. Son olarak, siyasal nedenler. Merkeziyetçilik, siyasal istikrarsızlık, bürokratizm, siyasal yozlaşmaların yaygın olması, vergi yasalarının çok sık değişmesi, çıkar gruplarına sağlanan imtiyazlar vesaire nedenler vergi dışı ekonominin genişlemesinde etkili olan diğer faktörlerdir.

Yukarda yapılan dörtlü sınıflandırma” çok kesin bir ayırım olarak yorumlanmamalıdır. Örneğin, siyasal nedenler arasında yer verilen“mali aflar”, ekonomik ve mali nedenler arasında da yeralabilir. Aynı şekilde, vergi istisna ve muafiyetleri hem ekonomik ve mali nedenler arasında, hem de siyasal nedenler arasında gösterilebilir.

Vergi imtiyazları; kanaatimizce, çıkar ve baskı gruplarının siyasal iktidar ve bürokrasi ile olan lobicilik faaliyetleri sonucunda ortaya çıktığından, aynı zamanda siyasal bir neden olarak değerlendirilebilir.

KKTC’de vergi dışı piyasa ekonomisinin daraltılması ve asıl amaç olarak tamamen ortadan kaldırılması için:
  • Vergi sistemi yeniden yapılandırılıp reforma tabi tutulmalıdır;
  • Vergi sistemi “basitlik”, “adalet”, “genellik”, “tarafsızlık”, “etkinlik”, “istikrar”, “öngörülebilirlik” gibi temel vergileme ilkelerine aykırı düşmeyecek şekilde oluşturulması gerekmektedir;
  • Vergi oranları düşürülmeli ve vergi yükü azaltılmalıdır;
  • Vergi bürokrasisi azaltılmalı ve vergi yönetiminde toplam kalite yönetimi uygulanmalıdır;
    Vergi denetimlerinde etkinlik sağlanmalıdır; Vergi suç ve cezaları ile ilgili yasaları iyi düzenlenmelidir;
  • Vergi yönetiminde yeni enformasyon teknolojilerinin kullanımı yaygınlaştırılmalıdır;
  • Vergi kaçakçılığı ve kara para ekonomisi ilişkileri hakkında ihbarda bulunanlar korunmalı ve ödüllendirilmelidir;
  • Vergi Ombudsman Büroları oluşturulmalı;
  • Toplumda “vergi bilinci” yerleştirilmelidir;
  • Mali müşavirlik ve muhasebecilik mesleğini yapan kişi ve kurumların uyması gereken ilkeler ve kurallar mutlaka bir yasa içerisinde düzenlenmelidir.
Devlet yöneticilerinin “har vurup, harman savurdukları”, vatandaşların vergi olarak ödedikleri paraları doğru yerlere harcamadıkları, rüşvet, zimmet, yolsuzluk gibi olayların çok yaygın olduğu bir toplumda “vergi ahlakı”nı tesis etmek kolay değildir. Ülkede; vergi bilinci ve vergi ahlakından önce, devlet yönetiminde ahlakın ve sosyal sorumluluk bilincinin yerleştirilmesi gerekmektedir.

KKTC'de Neden Özelleştirme ?

Refah devleti düşünürlerinin, özelleştirme karşıtı olması şaşırtıcı olmamakla beraber bu düşüncelerin özelleştirme felsefesini kavrayamaması, özelleştirmeye karşı çıkması veya özelleştirme yerine özerkleştirme’yi savunmalarını normal karşılamak gerekir.


Turizm Emekçileri Sendikası (TES) Başkanı Bayram Karaman, Dome Hotel’in özelleştirileceği hususundaki düşüncelerini şöyle belirtmiştir:
“Özelleştirmeye karşı olduklarını, bireyciliğe karşın kolektif değerleri savunup kamu mülkiyetini ve kamu işletmeciliğini savunduklarını, Vakıflar Dairesi’nin taraf olacağı özerk bir yönetimle de, işletmenin (Dome Hotel’in) kâr yapabileceğini" belirtmiştir.

Hemen belirteyim; ulusal ve uluslar arası yapılan bilimsel çalışmalar gösteriyor ki, hem gelişmiş hem de gelişen ekonomilerde, özel sektör kuruluşlarının ya da özelleştirilen Kamu İktisadi Teşebbüsleri’nin (KİT’lerin), tüm sektörler ve piyasa yapılarında çok daha yüksek performans göstermektedir. Yani, kamu mülkiyetinin potansiyel olarak rekabetçi sektörlerde daha iyi performans gösterdiğine dair tek bir kanıt bulunmamaktadır. Dolayısıyle, ben şahsen özel mülkiyet ve serbest rekabetin birbirinden bağımsız olğular değil, tam aksine birbirini tamamlayıcı ve pekiştirici olduğuna inanmaktayım. Serbest rekabeti daha etkin kılmak için özelliştirme, yani mülkiyet değişimi, ile mümkün olacağına inanıyorum.

Sosyal Refah Devleti düşünürleri, Kamu İktisadi Teşebbüsleri’nin (KİT’lerin) yapısal sorunlarını çözmenin yolu özelleştirmeden değil, bu kuruluşlara özerklik vermekten geçmekte olduğunu savunabilir. Ancak çok iyi bilinmelidir ki; bu kuruluşlar devlete bağlı kaldıkça özerklik kavramını sınırsız ve sorunsuz bir özgürlük anlamında ele almak gerçeklikten uzaktır.

KKTC’de Kamu İktisadi Teşebbüsleri (KİT’ler) denildiğinde herkesin aklına gelen ilk şey: eski ve modası geçmiş yöntemlerle çalışan; verimsiz hizmet sunan; iktidarların istihtam deposu haline gelen (KİT’ler birer arpalıktır!); kendi finans ihtiyaçları için fon yaratma ilkesine titizlikle uymayan; piyasa ile rekabet edemediği için sürekli zarar eden; özel kanunlarla yönetilen kuruluşlar olmalarıdır.

Kamu İktisadi Teşebbüsleri’nin (KİT’lerin) sorunlarını çözmek için özelleştirmeden önce özerkleştirme yönteminin denenmesi fikri, zaman kaybından başka bir sonuç yaratmayacaktır. Yani, KİT’ler devlet örgütü içinde kaldıkça bu işletmelere özerklik kazandırmanın siyasal açıdan imkanı yoktur. Çünkü, mülkiyeti devlete ait olan işletmelerden politikacıların elini çekmesi mümkün değildir. Ayrıca onlar açısından mantıklı da değildir.

Kamu kuruluşlarına tam özerklik verilse bile, bu kez kötü yönetimden batmaları mümkün. İster iyi, ister kötü niyetle düşünülsün; kamu kuruluşları devletin malı oldukça politikanın etkisinden kurtulmaları, yani gerçek piyasa işletmecilik kurallarına göre yönetimleri mümkün değildir. Özelleştirme yoluyla kamu sektörünün daraltılması bir yandan kamu işletmelerinin Hazine’ye olan yüklerini azaltırken diğer yandan rasyonel bir İstikrar Politikası’nın uygulanması sonucu maliyetlerin düşürülmesi sözkonusudur.

Özelleştirme yanlızca hizmet ve ticaret alanındaki kamu kuruluşlarıyla sınırlı tutulmamalı, devletin mülkiyetinde ve iradesinde olan menkuller ile gayrimenkuller de özelleştirme kapsamına alınmalıdır. Böylece devlet sadece kanun koyucu ve kontrol edici hüviyetinin yanısıra özel teşebbüse gerçek piyasa ekonomisi için rekabet, üretim ve hizmet imkanı yaratarak bu hizmet ve üretimlerden yararlananlara da ödedikleri bedel karşılığında daha iyi mal ve hizmet alma imkanı yaratacaktır.

Devlet elinde kötü kullanılan kaynakların daha etkin kullanılacağı özel kesime devredilmesiyle verimlilik ve üretim artışı sağlanmış olacaktır. Bu arada artan hizmet ve üretim kalitesi vergi gelirlerini de genişleterek devlete ek kaynak sağlayacaktır.

KKTC’de Kamu İktisadi Teşebbüsleri’nin devam etmesini savunan görüşler, bu konuda çeşitli gerekçeler öne sürebilirler. Unutmamalıdır ki; kamu mülkiyetinin potansiyel olarak rekabetçi sektörlerde daha iyi performans gösterdiğine dair tek bir kanıt bulunmamaktadır.

Özelleştirme karşıtı olan tüm görüşlerin gerekçeleri, uygulamada büyük ölçüde geçerli olmayıp, Kamu İktisadi Teşebbüsleri (KİT) toplumsal fayda üretmek yerine, topluma ciddi maliyetler çıkarmaktadır.

Devletin asli görevi üretim değil, denetim, düzenleme ve yönlendirmedir (DDY). Ülkede; denetimin, düzenlemenin ve yönlendirmenin yetersiz veya zayıf olduğu bir ortamda, Kamu İktisadi Teşebbüsleri’nin özelleştirilmesinde aşırı gecikmemek ve özel sektör reforumlarının etkinliğinin azalmamasına imkan vermemek gerekmektedir. Serbest rekabet koşullarının daha fazla güçlendirmesi ve hükümetin özelleştirme politikasını hızlandırması ve öncelikli sırada tutması gereklidir.
  • Ağır Devlet (MERKEZİYETÇİ ZİHNİYET) felsefesi üzerine kurulmuş olan KAMU KURULUŞLARININ ÖZELLEŞTİRİLMESİ gerekmektedir.
  • Devletin yetki ve sorumlulukları sınırlandırılmalıdır.
  • DEVLETİN ASLİ GÖREVİ denetim, düzenleme ve yönlendirme olmalıdır.
  • Özelleştirme konusunda uzman kişilerden yararlanılmalıdır.
  • ANİ ve PLANSIZ özelleştirme ile özelleştirme olmamalıdır

Serbest Piyasa Mekanizması, Fiyat Mekanizması !

Hemen belirteyim: KKTC'de fiyat mekanizması’nın normal zamanlardaki olağanüstü etkinliği ancak, ülkede anormal zamanlarda fiyat mekanizması işlemez hale geldiği zaman daha iyi anlaşıldığı ve şimdi hepimizin sahte kapitalist olduğudur. KKTC’de, fiyat mekanizmasının çalışmasına engel olan faktörler sırasıyla şunlardır:
  1. Devlet Felsefesi/ Devlet Politikası: Bir taraftan devlette bulunun iktidardaki parti(ler) AB ve Dünya ile entegrasyondan bahsetmekte, diğer yandan ekonomide müdahaleci (yasakçı ve anti-demokratik) bir tavır ile sürdürülebilir bir ekonomik büyüme ve gelişmeden bahsedebilmektedirler. Unutmamalıdır ki; uluslar üstü bir birlik olan AB’de, sosyal refah devleti (sınırsız devlet) politika anlayışı değil, tam aksine fiyat mekanizmasının hakim olduğu, serbest piyasa politikası anlayışı (sınırlı devlet) yatmaktadır. Ülkemizde, mevcut parti-politik anlayış ile bırakın Avrupa Birliği, Afrika Birliğine bile üye olamayız...
  2. Devletin/ Kamu’nun Büyüklüğü: ülkede Sosyal Refah Revleti’nin olağanüstü büyüklüğü ve ekonominin devleti (hantal DEV’i) taşıyamaz durumda olması, fiyat mekanizmasına olumsuz derecede etki etmektedir. Devletin ağır yükü Ekonomi’nin her köşesinde vatandaşlar tarafından hissedilmekte ve kuşkuyla izlenmektedir.

  3. Ağır Vergi Yükü (Yasal Soygun): Ülkede vatandaşlar devletin ağır yükünü, yüksek vergilerle karşılamak zorunda bırakılmaktadır. Devletin harcama vergileri vatandaşların karar ve faaliyetleri üzerinde saptırıcı bir etkiye yol açmaktadır. Ağır vergi yükü altında ezilen ekonomik birimler (baskı hissi) vergi içi ekonomiden, vergi dışı ekonomiye kaymakta (vergiden kaçınma) ve devleti vergi kaybına uğratmaktadır.

  4. Devlet Harcamaları: Kamu harcamaları, yeni vergiler veya vergi oranlarının artırılmasıyla finansmanı ekonomik büyümenin yavaşlamasına, fiyat istikrarının bozulmasına, rekabet gücünün azalmasına vbg. neden olmaktadır.

  5. Vergi Dışı Ekonomi (Vergi Kaçakçılığı): Devlet yönetimindeki israf ve savurgalıklar, merkeziyetçilik, siyasal istikrarsızlık, bürokratizm, siyasal yozlaşmaların yaygın olması, çıkar gruplarına sağlanan imtiyazlar, vergi yasalarının sıkça değişmesi, kamu kurumlarına olan güvenin azalması, adalet ve yargı sisteminin iyi işlememesi, vergi sistemindeki karmaşalık, vergi denetimindeki yetersizlik vbg. nedenler, vergi dışı ekonominin genişlemesine neden olmaktadır. Alışıla gelen vergi dışı yaşam, genel ekonomimiz üzerinde olumsuz etkiler ve sonuçlar doğurmaktadır.

  6. Vergi Kaybı ve Bütçe Açıkları: Vergi dışılığın sonucu olan vergi kaybı ve bunun sonucunda ortaya çıkan bütçe açıkları, vergi dışından borçlanmaya (özellikle, kamu bankalarından borçlanmaya) yol açmaktadır. Genel ekonomi üzerinde tahripkâr sonuçlar doğurmakta ve sistemdeki doğal dengeleri bozmaktadır.

  7. Diğer Önemli Faktörler: tekelci bir piyasa yapısı içerisinde halka fahiş fiyat sunan oligopolcü/tekelci firmalar veya tacirler, rekabet bozucu unsur olan askeri kantinler, dış ticarete uygulanan müdahaleci ve yasakçı devlet politikaları ( dış ticarete uygulanan yüksek miktardaki vergileri vbg. faktörler), ekonomimiz üzerinde ve dolayısıyla hane halkı üzerinde olumsuz etkiler ve sonuçlar doğurmaktadır.
Yedi ana başlık altında özetlediğim tüm faktörler, KKTC’de fiyat mekanizmasının çalışmasına engel teşkil etmektedirler. Sadece belirli bir faktör değil, tüm yukarda sayılanlar fiyat mekanizmasının etkin olarak çalışmasına engel olmaktadırlar. Fiyat Mekanizması’nın serbest piyasa koşullarına göre etkin olarak çalışmaması; doğal olarak, mal ve hizmet Fiyatları’nın yükselmesine ve halkımızın Güney Kıbrıs’dan daha ucuz ve kaliteli mal ve hizmet almalarına imkan sağlamaktadır.

Serbest piyasa ekonomisinde fiyatlar devlet tarafından (yukardan aşağıya doğru) değil, (aşağıdan yukarıya doğru) bireyler/tüketiciler tarafından belirlenir. Devletin piyasaya sınırsız müdaheleleri, hem ekonomik büyümemize ve genişlememize, hem de kişisel özgürlüğümüze engel teşkil etmektedir.

Ekonomik Paradoks: Gerçek Faiz ve Nominal Faiz

Nominal faiz, görünürde olan yani bankalar tarafından ilan edilen faiz oranıdır. Yatırımcı tarafından parayı kullanmaktan belirli bir süreyle vazgeçmenin bedeli olarak tanımlanır. Bu tanım bize nominal faizi (enflasyon + gerçek faiz oranı = nominal faiz), yani enflasyona göre düzeltilmemiş faizi anlatır. Bunu alıp beklenen enflasyon oranına göre düzeltirsek karşımıza gerçek faiz (enflasyondan arındırılmış faiz) oranı ortaya çıkar.

Gerçek faiz şöyle hesaplanır: Dönemsel Gerçek Faiz = [(1 + Dönemsel Nominal Faiz ) / (1 + Dönem Enflasyonu) ] – 1. Gerçek faiz, nominal faize eşit değildir. Gerçek faiz istatistiki bir ayarlamanın sonucu olan bir gözlenmiş faiz oranıdır. Gerçek faiz beklenen faiz oranı olup uzun dönemli sermaye kararları için kullanılır veya hesaplanır. Beklenen faiz oranı mutlaka gerçekleşmiş faiz oranına eşit değildir, çünkü pratikte enflasyon ender olarak tahmin edilebilir.
Rasyonel yatırımcıların ve tasarruf sahipleri ülke için uzun dönemli siyasi ve ekonomik istikrarsızlık beklentilerinin bir sonucu olarak faizler, diğer ülkelere kıyasla, çok yüksektir.

KKTC'de siyasi ve ekonomik sorunları yanında hukuk sisteminin etkin olarak çalışmaması, Kamu’nun/Bürokrasi’nin büyüklüğü, verimsiz kamu işletmeleri, rüşvet ve yolsuzluklar, popuilzm vbg. faktörler yatırımcıyı ve tasarruf sahiplerini caydırmaktadır. Bireylerin yatırımları ve tasarrufları için yüksek risk primi ve dolayısıyla yüksek gerçek faiz talep etmelerini gerektirmektedir. Örneğin, ülkemizde faiz oranları serbest piyasa tarafından değil, resmi ve tekelci kurum tarafından belirlenmektedir. Normal ekonomilerde faizler (diğer fiyatlarlarda olduğu gibi) piyasada kendiliğinden bir baskı olmaksızın oluşan arz ve talep ile belirlenir.

KKTC’de faizler Merkez Bankası tarafından belirlenmektedir. Resmi ve tekelci kurum tarafından belirlenen faiz(ler) veya faiz oranları diğer normal ekonomik sistemlere göre çok yüksektir. Ekonomide yüksek faizli yaşam kronik sorunumuz olarak ekonomik gelişmemize, yatırım ve tasarruf kararlarımızı önemli derecede etkilemektedir.

Rasyonel bireylerin yatırım ve tasarruf kararlarını tekelci kamu kuruluşları (TCMB, dünyada iktisat tarihinde bilinen en büyük enflasyonist) değil serbest piyasada beklenen gerçek faiz oranı belirler. Bireyler tüketimi, firmalar üretimi finanse etmek için bankalardan ödünç para aldıkları zaman, önemli olan nominal faiz oranı değil beklenen faiz oranıdır. Yüksek faizler, bankalardan borç para veya kredi alanlara bir bedel olarak yansımaktadır veya yansıtılmaktadır.

Türkiye economisini bağımlı olarak; TC Merkez Bankası'nın (TCMB, dünyada iktisat tarihinde bilinen en büyük enflasyonist) uyguladığı “yüksek faiz-düşük kur politikası” KKTC ekonomisine de yansımakta olup, orta ve uzun vadede sürdürülebilir bir politika değildir. Yani,

Türkiye’nin bu tür sermaye girişlerini yüksek gerçek faiz ve düşük döviz kuruna dayalı spekülatif arbitraj (korunmamış faiz paritesi veya spekülatif finansal akım) sayesinde çekebilmesi, orta ve uzun vadede Türkiye (ve KKTC !) için sürdürebilir bir büyümüme veya kalkınma politikası değildir.

Gerçek yüksek faiz oranları iktisadi dengeleri bozarak ekonomiyi kırılgan hale getirmekte ve kitlesel yoksullaşma sürecini hızlandırmaktadır. Ülkemizde uygulanan “gerçek yüksek faiz-düşük kur politikası”, gelir dağılımındaki dengeyi bozarak sosyal dengeleri alt üst etmektedir. Aynı zamanda birçok alanda iktisadi dengeleri bozmakta ve milletimizi yoksullaştırmaktadır.

Mali Piyasa Dalgalanmaları ve Rastgele Helikopter Operasyonları: EFSANE FED !

Uluslararası piyasalarda yaşanan sorunların (ani ve beklenmedik dalgalanmaların) esas kaynağı parayı yönetenlerdir. Uluslararası piyasalarda yaşanan ani ve beklenmedik dalgalanmaların esas nedeni gelişmiş ülkelerin yaratmış olduğu “ponzi” finansmanlardır. Ponzi (Spekülatif) finasman araçlarıdır.

Kredi, faiz oranı, kur (parite) ve likidite riskinden korunmak, spekülasyon gibi amaçlarla bankalar uluslararası finansal piyasalarda değişik türev ürünlerle firmaların karar alma süreçlerine tam olarak destek verememektedirler.
Şöyle ki; gelişmiş ülkelerin hedge fon sektörü, türev ürünlerde geçmiş yıllarda yaşanan sorunlar, yine sermaye piyasalarında yaşanan ciddi boyutlardaki skandallar/mali yolsuzluklar ve büyük finans kuruluşlarının açıklamış oldukları büyük boyuttaki zararlar, uluslararası piyasalarda ani ve kırılgan dalgalanmalara neden olmaktadır. Rasyonel yatırımcıların karar alma süreçlerini olumsuz yönde etkilemektedir.

Dünya mali piyasalarındaki dalgalanmaların başlangıç yeri gelişmiş ülke ABD’dir. ABD kaynaklı konut kredileri bağlamlı menkullerin geç ödeme ve hacizlere bağlı değer düşüklüğü, “ponzi” (ve spekülatif) finansman yaratan finans kuruluşlarının büyük miktarlarda zarar yazmasına ve sorunun tüm dünya piyasalarına (tüm dünya ülkelerine) yayılmasına neden olmuştur. Yayılma ve buluşma etkisi neticesinde; Türkiye (KKTC dahil), diğer tüm gelişmiş ve gelişmekte ülkelerin finans piyasalarında kısa süreli ani ve kırılgan dalgalanmalar yaşanmıştır.

ABD’nin Merkez Bankası ( MR. FED !); her ne kadar kısa süreli faiz aracını (faiz indirim hakkını) kullanmış olsa da, ulusal ve uluslararası ekonomilerdeki olumsuz gelişmeler ve olumsuz beklentiler, FED’in kısa süreli para politikası aracını etkisiz kılmıştır. Neticede Mr. FED, piyasaya birden fazla rastgele helikopter operasyonu dünenlemiştir. Fakat bu operasyonlardan herhangi bir olumlu sonuç alamamıştır. Zaten FED’in operasyonları piyasa üzerinde olumlu sonuç(lar) verseydi piyasalarda mucize(ler) olurdu. MR. FED, EFSANE FED OLURDU !

MR. FED dahil olmak üzere hiç kimse; şirketlerin (bankaların) iflas etmeyeceğine dair bir güvence veremez ve vermemelidir. Çünkü, piyasa ekonomisinde nasıl ki şirketlerin kâr etmesi risk almanın bir getirisi olarak görülüyorsa, şirketlerin iflas etmesi de risk almanın bir bedeli olarak algılanmalıdır.

FED’in Merkez Bankası olarak bilmesi gereken şudur: rasyonel beklentilere sahip yatırımcılar (iktisadi birimler) mevcut tüm enformasyonu kullanarak uygulanan politika etkilerini tahmin ederler ve geleceğe dayalı bir beklenti oluşumuna geçiş yaparlar. Sonuçta, para politikasının bir defalık kısa dönemli etkisi bile olmaz. Müdahaleci FED’in güvenilirliğe sahip olduğu kabul edilmediği sürece, her operasyon sonrasında piyasalarda yıkıcı etkilerortaya çıkar; FED’in rastgele helikopter operasyonları her zaman başarısızlıkla sonuçlanır.

TC Merkez Bankası’nın bilmesi gereken şudur: finansman ve yatırımlar, fiyatların istikrarlı veya makul geliştiği (enflasyonun ve faizin sağlıklı geliştiği) bir piyasada sağlıklı işler. Aksi halde, ABD yaşanalara benzer sıkıntılar, küçük boyutta da olsa ülkemizde de önümüzdeki dönemlerde yaşanacaktır. Yurt içi talebi baskı altında tuturak vatandaşımızın ticaret (alım-satım) yapmalarını engelleyici yüksek faiz düşük kur politikası benimsemek rasyonel bir davranış değildir. Başarı hiç değildir !

Türkiye Merkez Bankası'nın uyguladığı “yüksek faiz-düşük kur politikası” orta ve uzun vadede sürdürülebilir bir büyümüme veya kalkınma politikası değildir. Türkiye Merkez Bankası'nın uygulamakta olduğu gerçek yüksek faiz-düşük kur politikası çok riskli bir politikadır.
Türkiye'nin (ve gelişmekte olan diğer ülkelerin) hiç de hak etmediği bu olumsuz ekonomik gelişmelerin, ani ve kırılgan dalgalanmaların, kaynağı tamamen basiretsiz ABD Para ve Bankacılık yönetim anlayışıdır. ABD’nin dünya ekonomisindeki payını göz önünde tutulursa, tüm dünya ülkeleri ABD yaşanan olumsuz gelişmelerden anında etkilenmektedirler.

Yukarda belirmiş olduğum nedelerden dolayıdır ki; 2008 yılının ekonomik istikrardan uzak bir yıl olacağına inanmaktayım. Bankacılık İşi Risk Yönetim İşidir, Risk Yönetim Sanatıdır

Banka vurgunu, finans dolandırıcılığı (yani, mali yolsuzluk) gelişmekte olan ülkelere has bir sorun değildir. Bankacılık’da mali soygun gelişmiş ülkelerin de en başta gelen sorunudur. Örneğin, 1995 yılında İngiliz Barings Bankası; borsa simsarının yolsuzlukları neticesinde, bankanın 1.38 Milyar dolar değerindeki nakit rezervinin yok olmasına ve bankanın iflas etmesini yol açmıştır. Geçen hafta içerisinde Fransız Bankası (Societe Generale) tarihin en büyük banka vurgununa veya finans dolandırıcılığına imza atmıştır.

2007 yılında, KKTC’de Bankacılık sisteminde, herkes tarafından bilinen, iki mali yolsuzluk olayı veya banka vurgunu olayı yaşanmıştır.Kanaatimce; ülkede en son yaşanan, yaklaşık 1 milyon YTL’lik (Şeker gibi vurgun olayı !) mali yolsuzluk olayı, KKTC Bankacılık Sektörü’nün en büyük ve en önemli banka vurgunudur. Ülkede sıkça yaşanan finansal vurgunlar tüm bankacılara, iç denetim ve kontrollerin yanısıra risk yönetiminin ne derece önemli olduğunu bir kez daha vurgulamıştır.

Geçen hafta; mali piyasalarda olan dalgalanmaların yanısıra ilgimi çeken ve üzerinde odaklanmış olduğum konu şudur: Vadeli İşlemler Borsası’nda, Fransız Bankası Societe Generale’de çalışan bir genç bankacının (Borsa Simsarı’nın ya da Borsa Komsiyoncusu’nun) yapmış olduğu tarihin en büyük mali yolsuzluğudur. Societe Generale’de gerçekleşen bu tarihi olay tipik bir operasyonel riskdir (personel riskidir). Societe Generale’de; Borsa Simsarı olarak çalışan bir genç tarafından, banka hesap sistemi içerisinde kendine ait sanal bir şirket kurmak suretiyle müşteri hesaplarındaki 5 Milyar Euro’yu Vadeli İşlemler Borsası’nda banka adına izinsiz olarak kullanmış ve bankayı yüksek miktarda risk altına sokmuştur.

Banka, bu yolsuzluk olayı kaşısında, 5 Milyar Euro’luk zarar yazmış (nakit rezervi kaybetmiş) ve sermayesini artırmak durumunda kalmıştır. Sonuçta; bankanın üstlendiği riskler (itibar riski, likidite riski, operasyonel risk vbg. riskler) gerçek olmuştur.Bu yolsuzluk, vadeli işlemler piyasasında (türev piyasalarda, türev borsasında) yapılmıştır. Bu piyasalar, ilerdeki bir tarihde teslimatı veya nakit uzlaşması yapılmak üzere herhangi bir malın veya finansal aracın, bugüden alım satımının yapıldığı piyasalardır. Banka simsarı; banka adına bu piyasalarda gerçekleştirilen pozisyonlar üzerinden yine banka adına yüksek riskler oluşturup bu riskleri uzun bir süre her işlem sonucunda karmaşık işlemler yardımıyla gizlemeyi başarmıştır.

Netice olarak; borsa simsarı, borsa spekülasyonu güdüsüyle, ileride fiyatların yükseleceğini ya da düşeceğini tahmin ederek, vadeli alım satımlara girişmiş ve sonuçta kaybetmiştir. Banka’yı 5 Milyar Euro zarara sokmuştur.Günümüzde, özellikle uluslararası finansal piyasalarda, kullanılmakta olan ürünler, yöntemler ve teknolojiler oldukça karmaşık bir düzeye ulaşmıştır.

Bankaların risk profilini değerlendirme ve aktif olarak yönetme (örneğin, hedging-finansal risklere karşı korunma ve aktif-pasif yönetimi) konusundaki yetenekleri gelişmiş olsa da finansal piyasalardaki hızlı değişim ve gelişim, risk yönetim sürecini (riskleri tanımlama, ölçme, izleme ve kontrol etme) çok yönlü ve karmaşık hale getirmiştir. İster gelişmiş isterse gelişmekte olan bankacılık sistemi olsun bankalar her zaman (ve her yerde) operasyonel riske maruz kalabilir.

Banka; operasyonel riskin (yetersiz ve başarısız içsel süreçlerden, personel ve sistemlerden ya da dışsal olaylardan kaynaklanan, doğrudan veya dolaylı zarar riskinin) neden olduğu büyük boyutlu zararlara maruz kalabilmektedir.Bankacılık işi risk yönetim işidir, risk yönetim sanatıdır. Bu meslekte finansal ve finansal olmayan riskleri tamamen ortadan kaldırmak mümkün değildir. Bankacılık işinde riskler yanlızca en aza indirilebilir, fakat tamamen ortadan kaldırılamaz. Günümüzde bankalar riskleri minimum düzeyde tutmak için etkin bir iç denetim ve kontrol birimi ve risk yönetim birimi oluşturmak mecburiyetindedirler.

Bankalarda her gün yüzlerce işlem gerçekleştirilmektedir. Her işlem bir çok onaydan geçmesi (işlemin/İşlemlerin tek bir kişi tarafından sonuçlandırılmaması) gerekmektedir. Dolayısıyla; sistem ve sistem kullanıcılarına yatırım yapılması, kurum içi risk odaklı denetim (riske daha duyarlı denetim) ve kontrollerin maksimum düzeyde etkin olarak tutulması (risklerin kontrol altında tutulması ve banka sisteminde açık verilmemesi) günümüz bankacılık koşullarında kaçınılmazdır.

Unutmamalıyız ki; denetim, en hesaplı ve en güvenli risk yönetim tekniğidir. Yüksek kredibilite ve düşük maliyete fon sağlamak için bankalarda iç denetim sisteminin oluşturulması kaçınılmazdır.

2008 Index for Economic Freedom
The Index of Economic Freedom, published annually by The Heritage Foundation and The Wall Street Journal, which measures economic freedom around the globe. The Index identifies strong synergies among the 10 key ingredients of economic freedom, which include, among others, openness to the world, limited government intervention, and strong rule of law. The empirical findings of the Index confirm that greater economic freedom empowers people and improves quality of life by spreading opportunities within a country and around the world.

The empirical findings also confirms that there exsists a robust relationship between economic freedom and prosperity. People in countries with either "free" or "mostly free" economies enjoy a much higher standard of living than people in countries with "mostly unfree" or "repressed" economies.

The developed economy (modern industrial economy) is subject to a relatively high degree of financial integration with other countries. We live in a world where information about foreign interest rates, exchange rates and etc., is widely available at a low cost by reaching for a phone or a computer terminal. With this, we initiate to discuss flexible exchange rate regimes under context of perfect capital mobility.

Under perfect capital mobility, the speed of adjustment is infinite, meaning that we can adjust portfolio instantaneously just in engage in telephone calls or a a computer terminal. Perfect capital mobility describes an environment of highly integrated (not disintegrated !) capital markets. In this markets the domestic economy, at any time, lends and borrows all it want at the going world interest rates. Similarly, foreign residents lends and borrows in domestic capital markets at the domestic interest rates. Arbitrage between domestic and world capital markets then guaranties an alignment of domestic and world interest rates. The condition of perfect capital mobility imposes the constraint that balance of payments occur at the world interest rates.

However, under imperfect capital mobility, the capital account responds to changes in interest rates, but to a lesser extend then in the case of perfect capital mobility. This means that domestic investors cannot borrow or lend all of the amount they wish to at the world interest rate. Thus, given the world interest rate an increase (or decrease) in domestic interest rate attracts a certain inflows (or outflows) of funds over time. However, it will not create a massive flood of funds, as with perfect capital mobility. Hence, the capital account is positively, but not infinitely, elastic with respect to the domestic interest rates.

In discussion of both fixed an flexible exchange rates, this is the fundamental analytic of policy ineffectiveness propositions under the perfect capital mobility and imperfect capital mobility regimes.

Under perfect capital mobility, monetary policy is highly effective in influencing output. For example, an increase in money supply places downward pressure on domestic interest rates, inducing incipient capital outflows and so depreciating domestic currency. This depreciation switches demand towards domestic goods and hence is expansionary. At the same time, because the domestic currency depreciation amounts to a foreign currency appreciation, higher domestic money growth that adversely affects output abroad. In this sense, monetary policy said to be a beggar-thy-neighbor policy under flexible exchange rates, meaning an increase of domestic output at the expense of the output of the country's trading partner under flexible exchange rates. Thus, under flexible exchange rates with perfect capital mobility monetary policy is effective in influencing output.

Monetary policy under flexible exchange rates is highly effective in influencing output over the short-run, in particular if the environment is one perfect capital mobility. Within this context, for example, expansionary monetary policy can be instrumental in leading recovery in an economy suffering from severe recession. Contractionary monetary policy, on the other hand, would have the opposite effect: it would effectively worsen the recession.

Whereas, under flexible exchange rates with perfect capital mobility, fiscal policymeasures (e.g government spending and taxes) are not effective in influencing output. For example, an increase in government expenditure would raise aggregate demand for domestic goods and place upward pressure on domestic interest rates. This induces financial capital flow into economy, leading to an appreciation of the exchange rates and so switching demand away from domestic goods. This reduction in aggregate demand offsets the direct expansionary effects of increased government spending in the economy.

Under flexible exchange rates, the impact of real disturbances on output is very limited. A real disturbance refers to any policy measure or exogenous disturbance that does not alter money demand or money supply, as opposed in the money market. Commercial policy, for example, is a real disturbance and, according to the Mundell-Fleming framework, it has no lasting effects on output.

Thus, floting exchang rate insulate an economy from foreign spending disturbances (when these involve uncoordinated actions) with no impact on world interest rates. If the foreign disturbance is simultaneously engaged by major foreign countries, it will then be transmitted domesticaly through its effects on world interest rates. However, without an effect on world interest rates, fiscal policy in one country tends to have no impact on the income of either country, imposing it or any other foreign country.

Policy Pitfalls: Lags in Economic Policy

The core of M.Friedman's case against policy activism and in favour of a monetary rule has always been that there are what he called "long and variable" lags between changes in monetary policy instruments and the ultimate response of target variables like inflation and unemployment.

The essay aim is to distinguish five types of lags for monetary policy and attempt to show estimated the length of these lags. There are five main types of lags, some of which are common to both monetary and fiscal policy, others are more important for one policy type or the other:

1. the data lag
2. the recognition lag
3. the legislative lag
4. the transmission lag
5. the effectiveness lag


In the data lag, policymakers do not know what is going on in the economy the moment it happens. For example, an economic change that starts at the beginning of the month, say November, is not fully evident in the data until the middle of the next month, so that the data lag is about 1.5 months.

In the recognition lag, no policymaker pays much attention to reversals in the data that occur for only one month. Thus, the recognition lag adds two additional months- estimated length of the recognition lag is about 2 months.

In the legislative lag, although most changes in fiscal policy that legislated by Congress, an important advantages of monetary policy is the short legislative lag. For example, once a majority of the Federal Open-Market Committee (FOMC)decides that a monetary policy stimulus is needed, only a short wait is necessary until the next meeting of the FOMC that occurs every month. This brings us to estimated length of the recognition lag is about 0.5 months.

Transmission lag is the time interval between the policy decisions and the subsequent change in policy instruments. Like legislative lag, this lag is a more serious obstacle for the fiscal policy. For example, once the Federal Open-Market Committee (FOMC) has given its order for the open-market managers to make open market purchases, the short-term (federal funds) interest rates declines immediately Often the FED signals that it has shifted policy by changing the re-discount rate; there is no transmission lag at all for such an action. That is to say transmission lag is about zero (0.0).

Evidence on the effectiveness lag is complex; numerous estimates of lags are available and differ substansially. The most difficult to measure, as well as longest, is the effectiveness lag between change in monetary policy and the response of th economy. Evidence on estimated length of the recognition lag is about 15.3 months.
Most of the debate about the lags of monetary policy concerns the length of time required for an acceleration or deceleration in the money supply to influence real output.

Many studies identified six episodes between 1947 and 1994 and run a statistical test to examine the response of production in the three years after the FED policy shift. For the six episodes estimated effectiveness lag is averages 19 months, even longer than the lags of 12 to 15 months. By the time the economy reacts the Fed's stimulus, the economy might not need additional stimulus and might be doing well on it own.

The total delay between an unexpected event and the economy's reaction to a monetary policy action in response to such an economic event is about 19.3 months.

In sum, five lags (Data, Recognition, Legislative, Transmission, Effectiveness) limit the speed at which policy can respond to a demand or supply shocks. By far the longest for monetary policy is the effectiveness lag. Additional obstacles to effective activist policy, or to policy rules based on targets, are multiplier uncertainty and forecasting errors.

The use of short-run changes in fiscal policy for stabilization purposes has faded, due to persistent government budget deficits. The case against against stabilization with fiscal policy stems from long and variable legislative lags, ineffectiveness of income tax changes, and inefficiency of changing government spending. Both of these fiscal policies rather destabilizing effects on the private economy or the main sources of instability in the private economy.

The case for activist intervention in the economy would work best in the activists' paradise; it would not work in the private economy.

Monetary theory is like a Japanese garden. It has esthetic unity born of variety; an apparent simplicity that conceals a sophisticated reality; a surface view that dissolves in ever deeper perspectives. Both can be fully appreciated only if examined from many different angels, only if studied leisurely both in depth. Both have elements that can be enjoyed independently of the whole, yet attain their full realization only as part of the whole-Milton Friedman(the Optimum Quantity of Money)

Monetary and fiscal policies are distinct only in financially developed countries, where the government does not have to cover budget deficits by printing money but can sell obligations to pay money in the future, like treasury bills, notes, and bonds.

FISCAL POLICY:
Fiscal policy is the use of government spending and taxation to try to influence the economy. When the government decides on the goods and services it purchases, the transfer payments it distributes, or the taxes it collects, it is engaging in fiscal policy.

MONETARY POLICY:

MILTON FRIEDMAN ON THE ROLE OF MONETARY POLICY:
Friedman's economic research on the role of monetary policy remains a classic in the developmant of a monetary-policy framework. In this he discusses what monetary policy cannot do, what it can do, and so how montary policy should be conducted.
According to friedman, regarding what monetary policy cannot do:
It cannot control real variables such as unemployment and output or GDP. It can only control nominal variables, such as the exchange rates, the price level, or monetary aggregates.

First, It can avoid being major source of disturbance; it should avoid major mistakes. Second, monetary policy can provide a stable background for the economy by achieving price stability. Third, monetary policy can contribute to offsetting major disturbances in the economic system arising from other sources. That is the most we can asked from monetary policy at our present state of knowledge.

"There is two limitations of monetary policy: from the infinite world of negations, (1) the monetary policy cannot peg interest rate for more than very limited periods; (2) it cannot peg the rate of unemployment for more than very limited periods".

"Paradoxically, the monetary authority (the Central Bank) could assure low nominal rate of interest- but to do so it would have to start out in what seems like the opposite directions, by engaging in a deflationary monetary policy. Similarly, it could assure high nominal interest rates by engaging in an inflationary policy and accepting a temporary movements in interest rates in the opposite directions".

"These considerations not only explain why monetary policy cannot peg interest rates; they also explains why interest rates are such a misleading indicator of whether monetary policy is tight or easy. For that, it is far better to look at the rate of change of the quantity of money".
Body of the empirical evidence shows that "the monetary authority controls nominal quantities- directly, the quantity of its own liabilities.

In principle, it can use this control to peg a nominal quantity- an exchange rate, the price level, the nominal level of national income, the quantity of money by one or another definition- or to peg the rate of change in a nominal quantities- the rate of inflation or deflation, the rate of growth of the quantity of money. It cannot use its control over nominal quantities to peg a real quantities- the real rate of interest, the rate of unemployment, the level of real national income, the real quantity of money, the rate of growth of real income, or the rate of growth of the real quantity of money. Monetary policy cannot peg these real magnitudes at predetermined levels; but, monetary policy can and does have important effects on these real magnitudes. The one is in no way inconsistent with the other".

"There is (may be) a temporary trade-off between inflation an unemployment; there is no permanent trade-off. The temporary trade-off comes not from inflation per se, but from unanticipated inflation, which means, from a rising rate of inflation".

What monetary policy can do ?

(1) "The first thing monetary policy can do is it prevents money itself from being a major source of economic disturbance. There is a positive and important task for the monetary authority- improvement of the monetary machine that will reduce the chance that it will get out of order, and to use its own powers so as to keep the monetary machine in good working order and conditions".

(2) "The second thing monetary policy can do is it provides a stable background for the economy- to keep the monetary machine in good working order and conditions".

(3) "Finally, monetary policy contributes to offsetting major disturbances in the economic system arising from other sources".

- "If there is an independent secular stagnation, monetary policy helps to hold it in check by a slower rate of monetary growth than would otherwise be desirable".
- "If an explosive government budget threatens unprecedented deficit, monetary policy holds any inflationary dangers in check by a slower rate of monetary growth than would otherwise be desirable".
- "If the end of a substantial war offers the country an opportunity to shift resources from wartime to peacetime production, monetary policy eases the transition by a higher rate of monetary growth than would otherwise be desirable-through it is not very encouraging that it can do so without going too far and creating a high level of inflation".

"The path of wisdom is to use monetary policy explicitly to offset other disturbances only when they offer a clear and present danger to the economic system. This is because: (1) we do not know enough to be able to recognize minor disturbances or be able to predict either what their effects will be with any precision or what monetary policy is required to offset their effect; (2) We also do not know enough to be able to achieve stated objectives by changes in the mix of monetary and fiscal policy".

How should monetary policy be conducted to make contribution to our goals ?

"The first requirement of the monetary policy is that the monetary authority (the Central Bank) should guide itself by magnitudes that it can control, not by ones that it cannot control. Of the various alternative magnitude that it can control, the most appealing guides for policy are (1) the price level that defined by some index, (2) monetary total or a still boarder total and (3) exchange rates.

In today's world, for many countries, exchange rates are an undesirable guide; It is far better to let the market through floating exchange rates to adjust the world conditions".
"Clearly, in the three guides listed, the price level is the most important in its own right. However, the link between the policy action of the Central Bank and the price level is more indirect than the link between the policy actions of the Central Bank and any of the several monetary totals. Moreover, monetary action takes a longer time to affect the price level than to affect the monetary totals, and both the time lag and the magnitude of effect vary with circumstances. As a result, we cannot predict at all accurately just what effect a particular monetary action will have on the price level and what it will have that effect. Attempting to control directly the price level is therefore likely to make monetary policy itself a source of economic disturbance because of false stops and starts".

"The second requirement of the monetary policy is that the monetary authority should avoid sharp swings in policy and moving policy in the wrong directions; too late and too much moving in direction has been the general practice of the monetary authority !
"The failure of monetary authority to allow for delay between their actions and the subsequent effects on the economy has been general practice. They tend to determine their actions by today's conditions but their actions will affect the economy nine to twelve or fifteen months later".

Money, Prices and the Real Economy

"The purely monetary connection between ruler and subject demonstrated the absence of any other relationship. The continuous depreciation of currency by rulers was an appropriate technique within such a relationship; for these methods, which give all the benefits to one side and the entire loss to the other. This has been traced to the fiscal policy of rulers who use the royal prerogative of coinage as a means of taxation without concern for the consequences of devaluation- Georg Simmel, from Philosophy of Money.

Nobel Laureate Friedrich von Hayek suggests that inflation can be stopped by introducing competition in currency. The notion that it is a proper function of government to issue the national currency is false. Citizens should be free to use and refuse any currencies they wish: politicians and central banks would then have to limit their quantities.

Friedrich von Hayek argues that the government monopoly of money must be abolished to stop recurring bouts of inflation and deflation. Abolition is also the cure for the more deep-seated disease of the recurring waves of depression and unemployment attributed to 'capitalism'.

There are at least three requirements for an economy to maintain stable prices. Policy markers and opinion formers must understand that inflation brings no medium or long-term economic benefit; the causes of inflation - monetary growth -must be also be understood; and there needs to be a stable and credible institutional structure that will deliver a sound monetary policy.

I wish to clear two possible points of confusion in the world of finance: the distinction between a creditor and a lender. The distinction between a creditor and a lender, or between a debtor and borrower, should be borne clearly in mind of financial academics and other professionals that interested in the financial world.
The word "creditor" and "debtor" refer to what has happened in the past, e.g. a creditor being a nation that has lent in the past, whereas a debtor a nation that has borrowed in the past. Another example, inflation transfers wealth from net monetary creditor to net monetary debtors; creditors lose wealth, debtors gain wealth under unanticipated inflation. That is to say: inflation produces a gain in wealth for net monetary debtors at the expense of net monetary creditors. So, the act of borrowing does not imply gain during inflation.

Lending and borrowing, on the other hand, refer to what is happening at present. Unfortunately, the distinction is not always made clear; indeed, it was found convenient to talk of "debtor" and "creditor" when "borrowers" and "lenders" was meant. However, it is a real distinction, and not merely a verbal nicety, and in any strict discussions of the subject the distinction should be observed. A lender is usually a creditor and a creditor a lender, but by no means always.
Second point of confusion should be cleared up.

Lending must be taken to include "repaying debt", and similarly "borrowing" must be taken to include "drawing on capital". Repaying debt is of course a different thing from lending, but the inclusion of both under one head may be excused on two grounds. First, both have the same effect on the Balance Sheet, both lead to an outflow of capital, and both increase assets relative to liabilities (either by increasing assets or by diminishing liabilities). Second, it is impossible in practice to distinguish them. Similarly, borrowing and drawing on capital have the same effect and are practically indistinguishable.

The debtor-lender could win equal justice which could be called "debtor-repayers". Similarly, creditors-borrowers would frequently more appropriately called "creditor-drawers on capital".

The market turbulence (exchange crisis) in the Turkish economy caused by the risk that posed by exchange rate pegs, weaknesses in political environment and the banking system, and the dangers of explosive debt dynamics. The fact that Turkey adopted an unusual sort of "crawling peg exchange rate regime" as part of an IMF inflation stabilization program contributed the crisis of November 2000, and the crisis of February 2001 to occur. The crisis was misdiagnosed in November 2000, making it almost inevitable that a second crisis would occur in February 2001.


Uncertainties about Turkish Politics leads to big changes in interest rates when the economics do not change at all. The government faced the dilemma that banks could be driven to bankruptcy as a result of defending the exchange rate with a tight monetary policy. In a bad political environment with the inflationary cycle and so controversial "crawling peg exchange rate" regime the crisis worsened, leading to the erosion of the capital base, the financial fragilities, and finally a low level of economic growth and development in the Turkey.




Central Banking

"Money is much too serious a matter to be left to central bankers", Milton Friedman (from Money Mischief).

The public's trust and confidence for the Central Bank pursuit of its goal, can only be achieved if and only if the central bank is an independent and so bounded by the rule of law. With the rule of law the central bank an independence gain public trust in its pursuit of price stability- otherwise public trust and confidence in the central bank's pursuit of price stability objective is a political nonsense !

Irrespective of the complexities of economic change, the primary goal of the Central Bank is to find policies that contribute to a noninflationary environment and hence to economic growth.

With legally or constitutionally enforceable commitment to long-run price stability, the sole objective of monetary policy of a nation monetary system is to maintain stable value of money- a good kind of money policies by monetary law, the rule of law of the monetary policy.

Nation's monetary history shows that monetary stability is an important determinant of economic stability. Safeguarding or maintaining the long-run purchasing power of money is essential for the future of private property and a free society.

In contrast to the government monetary policy under the rule of law, Government discretionary policies (such as, wage-price controls) undermines the rule of law by creating inflation that erodes value of money and distorts the relative prices, making production, consumption and investment decisions of individuals more uncertain.

Constitution need not dictate the exact rule for the Central Bank (CB) to follow in it pursuits of long-run price stability, but Constitution should hold the CB accountable for achieving that goal- and not require the CB to respond to supply shocks that would lead to one-time increase or decrease in the price level.

The puplic's trust and confidence in the future purchasing power of the money (such as Yen, dollar, Euro, TL or call it anything else) can be permanently increased by a legal mandate, directing the Central Bank to adopt a monetary policy rule to achieve long-run price stability that essential for the future of private property and a free society.

Secondary Objective of The Central Bank: Effective Banking Supervision

The need to improve the strength of financial systems has attracted growing international concern. Weaknesses in the banking system of a country, whether developing or developed, can threaten financial stability both within that country and internationally.

An effective system of banking supervision is based on a number of external elements, or preconditions. These preconditions or external elements include: sound and sustainable macroeconomic policies; a well developed public infrastructure; effective market discipline; and
mechanisms for providing an appropriate level of systemic protection (or public safety net).

Effective supervision of banking organisations is an essential component of a strong economic environment in which the banking system plays a central role in making payments and mobilising and distributing savings. The task of supervision is therefore to ensure that banks operate in a safe and sound manner and that they hold capital and reserves sufficient to support the risks that arise in their business.

Strong and effective banking supervision provides a public good that may not be fully provided in the marketplace. Strong and effective banking supervision along with effective macroeconomic policy is critical to financial stability in any country. While the cost of banking supervision is indeed high, the cost of poor supervision has proved to be even higher.

CAMEL BANKING:

CAMEL in banking jargon now takes on the following form: Capital (C), Assets (A), Management (M), Earnings (E) and Liquidity(L)- CAMEL BANKING.

UK sites for data
The following three sites are the main ones for accessing free data (mainly macroeconomic) on the UK economy. The sites also contain some international data.

1. National Statistics
National Statistics data sets are freely available. By visiting a part of the site called 'Time Series Data' (at the URL below), you can access all the tables from all the main publications, such as Economic & Labour Market Review (ELMR) (formerly Economic Trends and Labour Market Trends) the Blue Book, the Pink Book, Financial Statistics, etc.

On entering the site you are given two main options. The first is to Access Individual Series. If you opt for this, a panel will be displayed. Having selected the publication (e.g. Economic Trends), you then have to select the table; then the series; and then the time period. This will involve clicking on 'Go' several times.
The second option is to download an entire release (e.g. of Economic Trends). If you opt for this, then you have a choice of downloading it in a simple zipped text file. This is not easy to use. The alternative is to download it into Navidata 3.1. This software makes it easy to transform or graph series. You can use it to compose tables from a number of different series. Download the software from:

Once you have Navidata 3.1 on your PC, your downloaded series can be unzipped into the Navidata folder. You then use Navidata to construct the tables or graphs that you want.

If you know the four-digit code for a series (which you will find at the top of each column in the paper publications or in the lists from each publication in the panel in Time Series Data), you can call up the series by going into 'Advanced Search' and entering the code in the 'Search For' box and selecting 'Time Series (using ID)' in the 'Scope of Search' box. This then lists the publications in which the series occurs (with links to the series).
Other well-known publications are available as complete PDF documents, many with links included that allow you to download an Excel file of the data. Series in PDF include: the Blue Book, the Pink Book, Economic & Labour Market Review, Scottish Economic Statistics, Financial Statistics, Family Spending, Social Trends, Regional Trends, Agriculture in the United Kingdom, the Annual Abstract and the Monthly Digest of Statistics. 2. Bank of England Statistical Interactive Database
The Bank of England publishes a large range of banking, monetary and financial statistics in its Statistical Interactive Database. There are two easy ways of accessing the statistics in the database. First you click on a category (e.g. Money and lending); then select a series (e.g. Monthly growth rates of M4 and M4 Lending) by clicking on the "+" sign to open up the options and then again with the selected option; then check the relevant series and click on 'show data' at the bottom of the screen; then select the date range and then the format in which to view the table (HTML, Excel, XML or CSV).
The second method is to use the A to Z listing using the following link:

First you choose which of four alphabetical lists to use. Then select a country or subject (e.g. M4); then a particular series (e.g. LPMAUYM); then, after clicking on 'show data' at the bottom of the screen, select the date range and the format to view the table. Again the available format are HTML, Excel, XML and CSV.

3. The Treasury
The Treasury site is also a very useful source of UK data. The main site can be accessed via the following link. The Economic Data and Tools and the Budget sections are particularly useful.

Apart from giving you recent data releases, it also contains the Pocket Data Bank. This is a very useful weekly publication (see Weekly Economic Indicators) that downloads as an Excel Workbook file, with 27 tables in separate spreadsheets. It contains time- series data for a range of national and international indicators, going back, in most cases, to 1990. Other data sets include forecasts for the UK economy and statistics on public finance and spending.
There is also a separate section on the site for the Budget and Pre-Budget Reports and the Comprehensive Spending Review (use the links in the site's left-hand navigation panel). The full reports, tables and charts can be downloaded.

Annual Macroeconomic Database (AMECO)
AMECO contains a large range of annual time-series data for the 27 EU countries, the EU candidates, the EEA countries and the other OECD countries. There are approximately 700 indicators in the dataset. Many of the indicators go back to 1960 and forecast ahead for two years. The data can be viewed online (using Java) and is accessed from

6-monthly forecasts
By clicking on the following link, you will arrive at the 6-monthly forecasts for each of the 27 EU countries, the euro area, the 27 EU countries as a whole and also the USA and Japan. Apart from containing a comprehensive verbal economic report (plus tables) of each country and the the EU as a whole, there is a comprehensive statistical annex with 62 tables of time series data, plus forecasts for the next two years.

European Economy Statistical Annex
The Statistical Annex to European Economy is updated six-monthly. It contains 112 tables with macroeconomic data for each of the EU27 countries, the applicant countires (Croatia, Turkey and the former Yugoslavian Republic of Macedonia), the euro area (the current 15 and the previous 12), the 15 EU countries that were members prior to 2004 and also the USA and Japan. Business and Consumer Surveys
The European Economy site also contains monthly business and consumer surveys. These come in two separate sets: Economic Sentiment Indicator (ESI) and Business Climate Indicator (BCI).

You can also access longer time series. You can download these as 8 sets of zipped Excel files, one for each type of indicator (economic sentiment, industry, services, consumers, retail trade, construction, financial services and investment) or as two complete sets (seasonally and non-seasonally adjusted). The series give monthly data from 1985 and, for some series, quarterly data too. See the Index in the first worksheet of each file for the meaning of the codes used in the tables. 6. OECD Statistics Portal (including OECD Economic Outlook)
On this site you will find a whole range of statistics for each of the 30 OECD countries, the euro area and the OECD as a whole. The statistics are arranged by topic group, including national Accounts, Finance, Agriculture, Development, International Trade, Labour, Prices, Public Management and Short-term Economic Statistics.

OECD Economic Outlook
From the above page you can also link to the OECD Economic Outlook. This six-monthly publication contains a Statistical Annex with annual macroeconomic data for each of the OECD countries. The data typically cover 20 years with forecasts ahead for the next two years. There are 63 tables in Excel spreadsheets, grouped into workbooks in 8 separate files. They are normally available a few weeks after the publication of the paper version. There is also normally a gap of a few weeks from the time the previous edition is withdrawn to the time the new edition appears. During this period a 'flash file' is available with summary statistics and forecasts for each of the member countries.

7. World Bank data sets
The World Bank site contains a vast database of economic, social and other development statistics for all countries of the world. This is a compilation of more than five thousand data series, from sources including the CIA World Factbook, UN, and OECD. As well as profiles of individual countries including their maps and flags, you can browse the data by topic including education, economy, crime, mortality or health. The site offers a facility to create correlation reports and scatter-plots on the fly.

This US site contains a vast range of US, Australian, Japanese and ECB data, plus LIBOR data in various currencies.
